A local business can show Telegram Ads to people in its own city: the euro account offers targeting by country, region and city, with location determined by IP address. But reach in a single city is small and VPNs distort location, so in practice advertisers usually reach a city through local channels and search queries rather than the geo setting alone. Below: the available methods, their limits and what public case studies show.
Can you target Telegram Ads to a specific city?
Yes. Country and region targeting (Target Countries / Locations) arrived in an ad-account update that Sostav reported in July 2023; at the time it was said that geo works at the level of countries and cities. In the euro account it is one of the Target users parameters, alongside interests, language and devices — all settings are covered in our guide to Telegram Ads targeting.
An important caveat: country and city are determined by the user’s current IP address. If someone uses a VPN, Telegram sees the server’s country rather than their city, so an ad may show in the “wrong” place or miss the person you want.
Limits of geo targeting
- Small reach. Agencies observe that targeting individual cities, even Moscow or St. Petersburg, delivers less reach and CTR than targeting a whole country. Small towns may not have enough audience for steady delivery.
- VPNs and IP inaccuracy. Some real residents will appear to be “abroad,” and some impressions will go to people who are physically elsewhere.
- No demographics. Telegram Ads has no gender or age targeting, so you can’t narrow to “women aged 25–40 near the salon” in settings — only through placement choice.
- Targeting can’t change after launch. To test another city or area, create a new ad.
- Languages must match. Telegram’s rules require the ad, the landing page and the channel where it runs to be in the same language.
That’s why pure geo targeting is rarely used on its own. In practice it’s combined with placements where the city is already built into the audience.
Three ways to reach a city
| Method | How it works | When it fits |
|---|---|---|
| Geo by IP | Shows ads to users whose IP is in the chosen city or region | Large cities, broad mass demand |
| City and regional channels | Targets specific local channels: news, events, neighborhoods, classifieds | Mid-sized and small cities, niche services |
| Keywords and search | Shows ads to people searching for the service or city in Telegram | Big cities with high search demand |
The author of case studies on Habr (October 2025) put the rule this way: with high local demand in a big city, keywords work better; with low demand in a region, segmenting relevant channels does. For the search format, see Telegram Search Ads.
How to choose city channels
City channels are the most precise way to find a local audience, but many are abandoned or have inflated numbers. According to ppc.world (September 2026), the agency Aitronic Digital, which runs real-estate ads, works with competitor, topical and regional channels and has turned off geo and interest targeting. Its filters for regional channels:
- The city name appears in the channel’s title or description.
- The channel has posted within the last 5–7 days.
- ERR (engagement rate) of 10% or more; the agency treats 1–3% as a red flag for fake subscribers.
- The channel is public with at least 1,000 subscribers — otherwise Telegram Ads doesn’t run there.
You can start with our channel directory and Telegram analytics tools. Split the channels you find into groups (city news, neighborhoods, topical communities) and run a separate ad for each group so you can see what worked.
What case studies show
Public Telegram Ads cases for local businesses are scarce, and nearly all come from the practitioners themselves without independent verification. Two examples from a Habr article (October 2025), both from the Russian market:
- Custom furniture studio, Moscow and Moscow region. Keyword targeting, budget €2,262.29, 592 subscribers at an average €3.82, and 40+ leads.
- Regional news channel, Kamchatka. Channel segmentation, budget €999.77, 1,645 subscribers at an average €0.61; after scaling to “Incidents” and “Tourism” segments, the author says the cost fell to €0.49.
Both cases sent traffic to a channel rather than a website and use different metrics, so they can’t be compared directly. For your own campaign, plan a test across several channel groups and track leads, not just cost per subscriber.
Budget, frequency and alternatives
Through resellers, the first euro-account top-up is usually €250–500 plus fee and VAT (data as of October 2026, mostly Russian resellers). For a small business that’s a noticeable sum, so it helps to know the alternatives:
- Stars account. Lets you promote only your own channel or bot, but with a lower entry threshold.
- Paid posts in city channels. Buying a post directly from a local channel’s admin is often simpler on a small budget; for price benchmarks see Telegram channel ad prices.
- Frequency. In a narrow city audience, ads wear out quickly. According to SA Media data for 2026, four impressions per user gave the biggest lift in CTR and subscription conversion, at a higher CPM; for a test, start with 1–2 impressions per day.

FAQ
Does Telegram Ads support city targeting?
Yes, the euro account lets you choose countries, regions and cities. Location is determined by IP, so geo may be inaccurate for users on a VPN.
Does Telegram Ads work for a small town?
Geo targeting a small town often delivers too few impressions. In such cases it’s more reliable to target specific city and regional channels or buy posts from their admins.
Can I target a neighborhood or a radius around a location?
We found no radius or neighborhood targeting in public descriptions of the ad account. You can approximate a neighborhood through channels for that area or housing complex, if they exist and are large enough.
Should local audiences go to a channel or a website?
Both are used. A channel gives repeat touches with local people, a website brings quick leads; website ads are available only in the euro account and, for Russia, require an erid token under Russian ad-labeling law.
How do I check that a city channel isn’t inflated?
Look at posting regularity, post reach and ERR. Aitronic Digital uses ERR of 10% or more as a benchmark and treats 1–3% as a warning sign; it also helps to check subscriber growth in analytics tools.
How much does Telegram advertising cost for a local business?
The minimum bid in the euro account is about €1 per 1,000 impressions, and a start through a reseller is usually €250–500. The final cost per subscriber or lead depends heavily on niche and city: in public cases it differed several-fold.
