Russia has no law that bans advertising on Telegram by name, but since March 2026 the Federal Antimonopoly Service (FAS), Russia’s advertising regulator, has taken the view that ads on resources whose access is restricted by Roskomnadzor, including Telegram, violate the Russian Advertising Law. At the same time, FAS announced a transition period until the end of 2026: until 31 December, no one will be fined for advertising on Telegram or YouTube. This article covers the legal basis for that position, the Russia-specific rules that apply regardless (ad labeling, channel registration, the 3% levy) and what it means for advertisers targeting Russia. This is not legal advice; for a specific case, talk to a lawyer.

Is Telegram advertising banned in Russia right now?

The short answer as of October 2026: formally, FAS treats such ads as a violation, but no liability is applied until the end of 2026. Advertisers, agencies and Telegram Ads resellers keep working, and Telegram in Russia is restricted but not officially fully blocked. According to eLama as of August 2026, users can still read channels and chat, although media loads more slowly and calls are unreliable.

Key dates, according to ppc.world, eLama, Expert and Unisender:

Date What happened
1 September 2025 Part 10.7 of Article 5 of the Russian Advertising Law took effect: it bans ads on resources of undesirable and extremist organizations and on resources with restricted access
February 2026 Roskomnadzor, Russia’s communications regulator, began restricting Telegram (slower content loading)
5 March 2026 FAS said Telegram ads under access restrictions show signs of violating the law; the first cases against bloggers became public
10 March 2026 FAS press release on signs of a violation of Part 10.7, citing Roskomnadzor’s restrictions
25 March 2026 FAS announced a transition period for Telegram and YouTube ads until the end of 2026
8 April 2026 Roskomnadzor explained that it restricts access based on decisions of authorized bodies, while FAS enforces the ad ban

What the FAS position is based on

The basis is Part 10.7 of Article 5 of Federal Law No. 38-FZ “On Advertising”. It prohibits distributing ads on information resources whose access is restricted under Russian law. The rule has been in force since 1 September 2025 and was first applied to Instagram and Facebook.

In spring 2026, FAS extended this interpretation to Telegram and YouTube, citing Roskomnadzor’s restrictions. FAS head Maxim Shaskolsky told Expert (published 26 March 2026) that measures restricting Telegram have been adopted and are being applied. Lawyers noted in March 2026 that Telegram and YouTube were not on the register of prohibited resources, so some experts considered the interpretation debatable.

FAS said that when assessing a specific ad, it looks at the content, the contract date, the date restrictions took effect, the publication date and the grounds for placement, such as contracts and payment orders. Under the regulator’s position, liability can apply both to the advertiser and to whoever distributes the ad.

What the transition period until the end of 2026 means

On 25 March 2026, FAS said that Telegram and YouTube ads needed a transition period until the end of 2026, during which liability measures would not be applied. The regulator explained that businesses need time to move their budgets to other platforms.

  • Who it covers. Both those who order ads and those who publish them: channel owners, bloggers and agencies.
  • Which platforms. Only Telegram and YouTube. The transition period does not apply to ads on Instagram or Facebook, or to ads for VPN services.
  • What it does not cancel. Labeling, registration of large channels, the 3% levy and the general requirements of the Advertising Law all still apply.
  • What happens after 31 December 2026. At the time of writing, no official position for 2027 has been published. If you are planning campaigns for next year, follow FAS announcements.

Russian rules that apply regardless of the FAS position

Ad labeling (ERID)

All online ads aimed at a Russian audience must be labeled: an “Advertising” mark, advertiser details and an ERID token obtained through an advertising data operator (ORD), with impression reports sent to the state register ERIR. This is a Russian legal requirement; it does not apply to campaigns that do not target Russia. Telegram Ads resellers in Russia usually label ads for you. A token cannot be added retroactively, and eLama recommends deleting unlabeled posts. See our article on Telegram Ads labeling in Russia.

Registration of channels with 10,000+ subscribers

Since 1 November 2024, owners of channels with 10,000 or more subscribers must register on a Roskomnadzor list. Since 1 January 2025, advertisers may place ads only in registered channels, and reposting from unregistered channels is not allowed. When buying posts in large channels with a Russian audience, check that the channel is on the Roskomnadzor list; the link to its entry is usually in the channel description.

The 3% levy on online advertising income

Since 1 April 2025, Russia has a mandatory 3% levy (Article 18.2 of the Advertising Law, introduced by Law No. 479-FZ of 26 December 2024). It is paid on advertising income by ad distributors, ad system operators and intermediaries, including Telegram channel owners. Advertisers generally do not pay it. Roskomnadzor calculates the amount from ERIR data, and payment is quarterly.

What fines apply

Fine ranges under Article 14.3 of the Russian Code of Administrative Offenses, according to eLama (June 2026) and ppt.ru:

Violation Individuals Officials and sole traders Companies
Ads on a restricted-access resource (since 1 September 2025) 20,000–80,000 RUB 80,000–300,000 RUB 500,000–3,000,000 RUB
Missing or incorrect labeling (Part 16, Art. 14.3) 30,000–100,000 RUB 100,000–200,000 RUB 200,000–500,000 RUB
General Advertising Law violations, including non-payment of the 3% levy 2,000–2,500 RUB 4,000–20,000 RUB 100,000–500,000 RUB

Note that the transition period only covers liability for the fact of advertising on Telegram. It does not waive fines for missing labels or unpaid levies.

How this affects Telegram Ads, channel ad buys and Yandex Direct

The published FAS statements do not distinguish between formats: they refer to advertising on Telegram in general, which covers Telegram Ads sponsored messages, paid posts bought directly from channels and posts placed through ad networks. In practice, the market keeps working. Russian Telegram Ads resellers accept top-ups and label ads, and the Yandex Advertising Network told clients in a letter on 25 March 2026 that it was operating as usual and had sent inquiries to Roskomnadzor and FAS. For details on that route, see Telegram ads via Yandex Direct.

Working with a reseller that is a Russian legal entity simplifies paperwork: it handles the contract, closing documents and labeling. See how to choose a Telegram Ads reseller and our resellers section.

How the market reacted

On 6 March 2026, some large Russian ad groups paused Telegram campaigns, while others kept running placements and waited for official clarification (per 3DNews). According to the analytics firm Digital.tochnee, cited by Inc. Russia on 15 May 2026, Telegram reach fell by roughly 10–15% between mid-March and mid-May, and the share of ad posts dropped from about 50% to 38%, while engagement stayed stable. According to Sostav data cited by eLama, between February and April 2026 the average price of a channel post fell by 17% and cost per click by 10%.

What advertisers targeting Russia should do now

  1. Label everything. Get an ERID before publishing and check that your reseller or channel reports data to ERIR.
  2. Keep your documents. Contracts, acts and payment orders with dates are exactly what FAS lists among its assessment criteria.
  3. Check channels. For paid posts in channels with 10,000+ subscribers, check Roskomnadzor registration. For a format comparison, see Telegram Ads vs channel ad buys.
  4. Don’t rely on one platform. Plan your 2027 budget with alternatives in case the regulator’s position does not change.
  5. Follow official sources. Use the FAS and Roskomnadzor websites rather than retellings in channels: in 2026 there were many unconfirmed rumors about a Telegram block.

FAQ

Will I be fined for advertising on Telegram in Russia in 2026?

According to the FAS statement of 25 March 2026, liability for distributing ads on Telegram and YouTube will not be applied until the end of 2026. This does not cover other violations: fines for missing labels or unpaid 3% levies can still be imposed now.

Is Telegram blocked in Russia?

According to public sources as of autumn 2026, there is no full official block. Since February 2026, Roskomnadzor has restricted the service: media loads more slowly and calls are unreliable. Reports naming exact dates for a full block were not officially confirmed.

Does the FAS position apply to Telegram Ads?

FAS statements refer to advertising on Telegram without distinguishing formats, so there is no separate exception for Telegram Ads. The transition period until the end of 2026 also applies to all Telegram advertising. Russian resellers keep selling Telegram Ads and labeling ads.

Does this affect campaigns that don’t target Russia?

The FAS position, ERID labeling, channel registration and the 3% levy are Russian rules that concern advertising distributed to a Russian audience. Campaigns aimed at other countries are governed by those countries’ laws and Telegram’s own ad policies.

Can I advertise in a channel that isn’t registered with Roskomnadzor?

If the channel has 10,000 or more subscribers, since 1 January 2025 advertisers may place ads only in registered channels. Channels below that threshold don’t need to register.

Who pays the 3% levy on Telegram ads?

The levy is paid by those who earn income from placing ads: channel owners, ad systems, agencies and intermediaries. Advertisers generally don’t pay it, except when they order ads from a foreign agency that targets Russia.
